The Kenyan government is considering building the nation's second largest telecommunication operator, and welcomes overseas investment, said Kenyan finance minister Amos Kimunya at a meeting discussing the "role of telecommunication infrastructure in African economic development" held on May 14 afternoon in Shanghai as part of the ongoing 2007 Annual Meetings of the African Development Bank Group.

Current regulations ask all foreign companies investing in Kenya's telecommunication sector to first set up joint ventures with local companies. Telecommunication services shall be conducted by the joint ventures in which local companies hold at least 30 percent shares. But Mr. Amos Kimunya said the restrictions on foreign investment will be loosened as a measure to boost local telecommunication industry.

The information industry brings opportunities to Kenya, he said, and telecommunication has changed common people's lives. For example, through telephone he can exchange business information with his mother, who is a small retailer of vegetable.

Talking about coordination with China in this regard, Mr. Amos Kimunya gave an introduction to the cooperation between Kenya Broadcasting Corporation (KBC) and China Radio International (CRI) on infrastructure, technology and personnel training.

Wen Ku, head of the Science & Technology Department of the Ministry of Information Industry (MII) also attended the meeting, and briefed on the current conditions of China's telecommunication sector, it's contribution to social development, and policies supporting telecommunication at different stages.
